Harbin Haxi New District Office Building

Harbin Haxi New District Office Building is located in the central Haxi District, serving the Land Department, Planning Department, and the New District offices within the new district. To break through a traditional notion of government buildings as monotonic and symmetric as they are, Haxi New District Office Building takes on a gorgeous yet refreshing look that stands for an open and friendly governmental image, which is also what the fundamental design concept is about for this specific project.

Highlighted by the central landscape square that's open to the public, the architectural layout itself showcases the new government's determinations of building up a closer relationship, between the citizens and the office staff, through better communications and effective services. As huge pieces as the curved screen walls are, the longest interactive surface between the indoor exhibition hall and outdoor activity square is established, which not only deepens the citizens' curiosity to appreciate the models and exhibition boards in display indoors, fosters the public interactions among the citizens, government as well as the outdoor open spaces themselves, but also provides efficient and bright office environment with uninterrupted views indoors.



Along the edge of the square is a rhythmic sequence of columns of slender ratio, which allows for the reading of elegant classical styles in a minimal design language. At the

same time, the columns provide the building occupiers indoors with a sense of belonging as if “under the same roof”, setting up a solid foundation as an integrated whole for the new district at its very beginning. What's more, from the traditional Fengshui point of view, the notions of "gathering" and "integrating" are emphasized throughout the design, aiming at gathering more visitors and social activities for this young yet pioneering project.



When it comes to the notion of sustainable design, careful considerations of Design principle of energy saving in cold climate building have been fully taken into the design and layout of the project. The building keeps the central square from the winter wind, so as to provide comfortable environment. Then, the indoor ventilation system has been combined with the water-heating system sustainably, resulting in a energy-saving sustainable resource. Sustainable materials that could significantly improve the indoor air qualities are applied, as well as regional planters that require less water are

widely chosen into the landscape design.
